Present: Mayor Vincent Battista, Deputy Mayor Barbara Boulton, Trustee Daniel Frechette, Trustee Molly Reilly, Trustee James Bray.

The Meeting was called to order at 6:30 pm with the Pledge of Allegiance.

REVIEW OF MINUTES

The minutes of the December 13, 2016 meeting were approved as corrected in a motion made by Trustee Reilly and seconded by Trustee Bray. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

The minutes of the December 21, 2016 meeting were approved as presented in a motion made by Trustee Reilly, seconded by Deputy Mayor Boulton. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

MAYORS REPORT AND CORRESPONDENCE

The DANC report for November was received.

The Committee assignments were distributed. A list is attached to these minutes.

A letter was received from the NYS Parks regarding the grant for the Historic Pumper Building.

The water system inspection report was received from the DOH.

A letter was received from Robyn Ryner regarding the on line payment system for water bills.

A letter was received from Hay Memorial Library regarding their new canning tool collection.

Mayor Battista reported on the Joint Rec Committee. They will have their next meeting Jan. 17, 2017.

 

PUBLIC COMMENTS

The meeting was opened to public comment at 6:38 pm.

Tom Dyckes, 448 Ontario St, believes there are deficiencies in the Village tree planting system.

 

NEW BUSINESS

In a motion made by Mayor Battista, seconded by Trustee Frechette, the purchase of a new laptop computer for $599.99 from the Computer Center was approved for use by the Village office. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

The purchase of new water/sewer billing software, UBmax from Softline Data, was approved for $1,245.00 with annual fees of $735.00, in a motion made by Deputy Mayor Boulton and seconded by Trustee Bray. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

 

TRUSTEE REPORTS

Deputy Mayor Boulton reported that the Library has a new newsletter titled “Chimes”. They will host Connie Barone on January 29 in their Armchair Traveler Program. The Library is still looking for donations of canning supplies for their new program.

 

Trustee Frechette reported that he will be meeting with the Town of Hounsfield next week for the Galloo Island Wind Farm Article 10.

Trustee Bray was just assigned to his committees. He requested that the different organizations be notified who the representatives are.

 

Trustee Reilly reported that the marketing committee met on January 8th. The Can Am committee is looking for volunteers and sponsors. The Chamber of Commerce has a membership drive underway and will have an Open House on March 3rd. Their next regular meeting is February 7th.

 

TREASURER’S REPORT

The Treasurer’s Report was approved in a motion made by Deputy Mayor Boulton, seconded by Trustee Reilly. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

The bills in Abstract #8 with vouchers 598-673 were paid in a motion made by Trustee Reilly and seconded by Trustee Bray, with the exception of voucher #613. More information was requested on that voucher. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

 

DEPARTMENT HEAD REPORTS

DPW Superintendent, Lonny Reinhardt, reported that the channel grinder has been installed at the Main St. lift station. The UV bulbs were pulled today and the new plow truck was placed into service this week. Koester Co. installed the new motors on the low lift pumps and they raised the capacity to pump water at 594 GPM which is still shy of the 600 GPM design. He has questions and concerns regarding the proposed water intake project and requested a board work session to review the plans. A meeting was scheduled for Tuesday, January 24, 2017 at 6:00 pm.

Village Engineer, Kris Dimmick, reported that the contractors for the Main St. Project will be finishing for the year as of tomorrow, and will be back in April.

Visitor Center Manager, Gail Gorgen, requested that the wording in the Chamber of Commerce’s Farmers Market application be changed to accommodate the break-down time for the Visitor’s Center Events.

Janet Quinn, Planning Board Chairman, had nothing to add.

A motion to adjourn was made at 7:46 pm by Trustee Reilly, seconded by Trustee Bray. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.
