Present: Mayor Vincent Battista,
Deputy Mayor Barbara Boulton, Trustee Daniel Frechette, Trustee Molly Reilly,
Trustee James Bray.
The Meeting was called to order
at 6:30 pm with the Pledge of Allegiance.
REVIEW
OF MINUTES
The minutes of the January 10,
2017 meeting were approved as presented in a motion made by Trustee Reilly,
seconded by Trustee Bray. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and
Bray), 0 nays.
The
minutes of the January 24, 2017 meeting were approved as presented in a motion
made by Trustee Bray, seconded by Trustee Reilly. Vote 5 ayes (Battista,
Boulton, Frechette, Reilly and Bray), 0 nays.
A presentation on
the new Sackets Harbor YMCA Facility was given by Denise Young, CEO of the
Watertown Family YMCA. The grand opening will be March 7, 2017.
A public hearing
was opened at 6:48 pm for the proposed amendment to the Madison Barracks PDD.
The owner of 100 Vollum Rd, Mark Crandall, seeks approval for occupancy as an
art studio/single family residence. Mike Campbell, 155 Vollum Rd, spoke against
it and said Mr. Lawler is also against it. He is of the opinion that as a major
landowner within the PDD they have legal rights over the PDD. Mr. Crandall
replied that he purchased his property before Mr. Lawler was involved and there
is no ownership of a PDD. He feels he is being extorted.
Janet Quinn,
Planning Board Chair, reported that the Planning Board feels that the use of
the building is appropriate and recommends approval.
David Geurtsen, The
Planning Board lawyer, reported that anyone who owns property in a PDD has a
right to go to the Village Board for an amendment.
The public hearing
was closed at 6:58 pm.
The Village Board
will wait to do the SEQR until the County Planning Board determination is
received.
MAYORS
REPORT
The DANC report for
December was received.
The Village
received a request from the Nature Conservancy to run a Boat Launch Steward/
Educator program at the public boat launch.
The contract was
received from Young’s Explosives for the 4th of July fireworks
display.
The Board was
provided with minutes from the Joint Rec Committee meeting.
Mayor Battista
reported that the fire department has a training program in progress with
Jefferson Community College students for hands-on experience.
Katie Male-Riordan,
the Library Manager, requested the use of the Municipal Building kitchen for a
canning class given by Cornell Co-Operative in May. No action was needed. She
also proposed including a “little library” in Market Square Park to offer free
books to members or visitors to the area.

COMMENT
The meeting was
opened to public comment at 7:07 pm.
Travis Boudreau, 203
Woolsey St, voiced his concern regarding the parking on Woolsey St. for the
Catholic Church. People have been parking on the sidewalks and lawns and he
would like a no parking sign put up there.

NEW
BUSINESS
The Board will need
to meet for budget work sessions before the regular March meeting. Members are
requested to let the Village office know your availability.
TRUSTEE
REPORTS
Deputy Mayor
Boulton reported that the Can-Am Committee is meeting again on March 2nd
at the Union Hotel and would welcome new volunteers. The Marketing Committee is
doing a new banner project with a local historic buildings theme. They will
offer sponsorship of the banners to community members. A motion was made to
authorize payment of $3,000.00 to get the project started by Deputy Mayor
Boulton and seconded by Mayor Battista. Vote 5 ayes (Battista, Boulton,
Frechette, Reilly and Bray), 0 nays.
Trustee Frechette
reported that the State declared that there is no further action required at
the LDC site. He will be meeting with the Town of Hounsfield for the Article 10
on the Galloo Island Wind Project.
Trustee Bray
reviewed the meeting with the tree committee. Kelly Reinhardt would like to do
maintenance on the existing trees this year with their budgeted funds.
Trustee Reilly also
attended the tree committee meeting. She added that the practices of the
committee are quite sophisticated but the articulation of their plans is not
clear.
The Chamber of
Commerce membership drive is under way. They will have an open house on March 3rd.
TREASURERS
REPORT
The Treasurers
report was accepted in a motion made by Trustee Frechette, seconded by Trustee
Reilly. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.
The bills listed on
Abstract 9 with vouchers 674-760 were approved to be paid in a motion made by
Deputy Mayor Boulton, seconded by Trustee Frechette. Vote 5 ayes (Battista,
Boulton, Frechette, Reilly and Bray), 0 nays.
RESOLUTION
Be it resolved that
the Village Board of Trustees authorizes the establishment of a checking
account at Watertown Savings Bank for the receipt of credit card or bank draft
payments of Village bills. The authorized users of the account would be the
Village Mayor or the Village Treasurer with the Village Clerk authorized for a
separate Net-Teller, information only, access to the account.
Motion to approve
made by Trustee Frechette, seconded by Deputy Mayor Boulton. Vote 5 ayes
(Battista, Boulton, Frechette, Reilly and Bray), 0 nays.
DEPARTMENT
HEAD REPORTS
DPW Superintendent,
Lonny Reinhardt, is away but left his budget requests for the Board.

Visitors Center
Manager, Gail Gorgen, had nothing to add.
Paul Trudeau,
Police Officer in Charge, would like to put up a no parking sign on the trail
on Woolsey St and a sign on the trail itself prohibiting 4 wheelers. He plans
to be out of town and Patrolman Gleason will be on call.
Dave Altieri,
Heritage Area Director, reported that the State approved the money spent on the
Main St. Project as the match for the Market Square Park grant.
Kris Dimmick,
Village Engineer, reported that change orders are needed for sidewalks, street
lighting, curbing and surface finishes. He will get pricing for close out
items.

The Meeting was
opened to public comment at 8:13 pm.
Tim Scee, Town of
Hounsfield, announced that bed tax applications are now available.
He wanted to remind
the Marketing Committee that the old banners were supposed to revert to the
donors.

A motion to adjourn
the meeting was made at 8:15 pm by Trustee Reilly, seconded by Trustee Bray. Vote
