Present: Mayor Vincent Battista, Deputy Mayor Barbara Boulton, Trustee Molly Reilly and Trustee James Bray. Absent: Trustee Daniel Frechette.

 

The Meeting was called to order at 6:30 pm with the Pledge of Allegiance.

 

REVIEW OF MINUTES

The minutes of the February 14, 2017 meeting were approved as presented in a motion made by Trustee Reilly, seconded by Deputy Mayor Boulton. Vote 4 ayes (Battista, Boulton, Reilly and Bray), 0 nays.

The minutes of the March 2, 2017 meeting were approved as corrected in a motion made by Deputy Mayor Boulton, seconded by Trustee Reilly. Vote 4 ayes (Battista, Boulton, Reilly and Bray), 0 nays.

 

Janet Quinn, Planning Board Chair, reviewed SEQR for the proposed amendment to the Madison Barracks PDD involving Mark Crandall’s application for a change in use of his building at 100 Vollum Rd. In a motion made by Mayor Battista, seconded by Deputy Mayor Boulton, it was declared there will be no significant adverse impact on the environment. Vote 4 ayes (Battista, Boulton, Reilly and Bray), 0 nays.

A second public hearing was opened at 6:42 pm for the proposed amendment, with no public comment offered.

 

MAYORS REPORT

Mayor Battista reported that the DANC Reports were received, along with a letter from Jim Wright. A request was received from Connie Barone for the Canadian Crown Forces Veterans Memorial at the Peace Garden, asking the Village to supply a piece of limestone to hold the brass plaque supplied by a Canadian Veterans group. This would be dedicated in a ceremony during the Battlefield’s annual War of 1812 Living History Weekend. Having the Cozzi Company install this on limestone was approved in a motion made by Deputy Mayor Boulton, seconded by Trustee Reilly. Vote 4 ayes (Battista, Boulton, Reilly and Bray), 0 nays.

Mayor Battista also shared the Fire Department’s Report with the Board.

 

OLD BUSINESS

The new water billing system is still being worked on, with water bills expected to be out within a week.

 

PUBLIC COMMENT

The meeting was opened to the public at 6:55 with no comment offered.

 

NEW BUSINESS

The application for the 8th Annual Garrett W. Loomis Run was received and approved by the Board in a motion made by Deputy Mayor Boulton and seconded by Trustee Reilly.  Vote 4 ayes (Battista, Boulton, Reilly and Bray), 0 nays.

 

TRUSTEE REPORTS

Deputy Mayor Boulton reported that the Marketing Committee has arranged a digital advertising package for $1,150 from the Thousand Islands Council. The payment was approved in a motion made by Deputy Mayor Boulton and seconded by Mayor Battista. Vote 4 ayes (Battista, Boulton, Reilly and Bray), 0 nays. She also reported that the bed tax awards will be released on Wednesday, March 15.

Trustee Bray reported that he met with Christine Eggleston at the Library for a tour of the facility and review of their programs. Trustee Bray also reviewed the Tree Committee request for using their budget on tree maintenance not to exceed $4,000.00. This was approved in a motion made by Trustee Bray and seconded by Trustee Reilly. Vote 4 ayes (Battista, Boulton, Reilly and Bray), 0 nays. A new tree request form was developed by Trustee Reilly and submitted for approval with a motion made by Trustee Reilly, seconded by Trustee Bray. Vote 4 ayes (Battista, Boulton, Reilly and Bray), 0 nays.

Trustee Reilly reported that the Chamber of Commerce held an Election of Officers, with the only change being Cheryl Payne being added as Treasurer. Their membership drive is underway.

The Visitor’s Center needs to place an ad to hire for the summer season.

 

TREASURERS REPORT

The Treasurers report was accepted in a motion made by Trustee Bray, seconded by Deputy Mayor Boulton. Vote 4 ayes (Battista, Boulton, Reilly and Bray), 0 nays.

The bills were approved for payment listed in Abstract #10 with vouchers 761 through 836 in a motion made by Trustee Bray, seconded by Deputy Mayor Boulton. Vote 4 ayes (Battista, Boulton, Reilly and Bray), 0 nays.

 

DEPARTMENT HEAD REPORTS

The LDC property will be getting a final completion certificate within the next few days. The LDC will be holding a public forum together with the NYS DEC on March 30, 2017 at 7:00 pm to go over the history of the LDC and the site clean-up by the State. They will do an update on the marketing process and go over the requirements of the State. Go to www.sacketsharbor.org to see the property.

 

Village Engineer, Kris Dimmick, reported that the Main St. contractor, WD Malone, plans to be here in early April doing curbing and will be ready to pave the beginning of May. He has bid documents ready for the Street lighting with a completion date of June 2017 and has assured WD Malone that it will not hold him up. A motion to approve the posting of the bid notice for the Street Lighting was made by Mayor Battista and seconded by Trustee Reilly. Vote 4 ayes (Battista, Boulton, Reilly and Bray), 0 nays.

He reported that the DEC would like all the permitting for the Intake Project to be done as part of the Seawall.

A motion was made by Trustee Reilly and seconded by Deputy Mayor Boulton to authorize the Mayor to sign change order #6, effective date of March 10, 2017, for the additional sidewalk for an increase of $129,335.00 to the Main St. Project. Vote 4 ayes (Battista, Boulton, Reilly and Bray), 0 nays.

As part of the Market Square Park Grant, the “Port to Pub” section, Dave Altieri would like to have a small stamp of an anchor imbedded in the new sidewalk sections. A motion to have 2 stampers made for up to $500.00 was made by Mayor Battista, seconded by Trustee Reilly. Vote 4 ayes (Battista, Boulton, Reilly and Bray), 0 nays.

Officer in Charge, Paul Trudeau, had nothing to add.

Janet Quinn, Planning Board Chair reminded the board that the Planning Board is still short a member on their 5 person Board. They will have a meeting tomorrow evening.

The meeting was opened to public comment at 8:30 pm. None were offered.
