Present: Mayor Vincent Battista,
Deputy Mayor Barbara Boulton, Trustee Molly Reilly, Trustee James Bray and
Trustee Dan Frechette.
The Meeting was called to order
at 5:00 pm with the Pledge of Allegiance.
REVIEW
OF MINUTES
The minutes from the May 9, 2017
were approved as amended in a motion made by Trustee Reilly and seconded by
Trustee Bray. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0
nays.
A Public Hearing was opened at
5:03 pm for the Madison Barracks PDD Amendment requested by Woodlark. No
comments were offered.
SEQR parts 2 and 3 were reviewed
by Janet Quinn, Planning Board Chair, for the Madison Barracks PDD Amendment.
The Board declared there would be no significant impact on the environment in a
motion made by Mayor Battista and seconded by Trustee Bray. Vote 5 ayes
(Battista, Boulton, Frechette, Reilly and Bray), 0 nays in a roll call vote.
The Board of Trustees authorized
the Amendment of the Madison Barracks Planned Development District to include a
change of use requested by Woodlark Properties, V.LLC listing 144 Bartlett Rd,
Sackets Harbor from single family residential to “refer to Schedule A” including
commercial. The motion to approve was made by Trustee Reilly, seconded by
Trustee Bray. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0
nays in a roll call vote.
MAYORS
REPORT AND CORRESPONDENCE
Mayor Battista reported that the
DANC report was received, as well as a notice inviting comments on the Galloo
Island Wind Farm Article 10.
A motion was made by Trustee
Reilly, seconded by Mayor Battista, to amend the rules of the Sackets Harbor
Military Cemetery to allow for the stacked burial of spouses in the same plot
of persons interred there who served in the Armed Forces; in the area of the
cemetery cleared of brush in 2016 that will be surveyed by August 2017. Vote 3
ayes (Battista, Boulton and Reilly), 2 nays (Frechette and Bray) in a roll call
vote. A request was made to consult the Attorney on the legal issues raised
concerning the Military Cemetery.
OLD
BUSINESS
There was a motion made by Deputy
Mayor Boulton and seconded by Trustee Bray that the Village Email system be
only used for proper information and announcements with nothing misleading.
Vote 4 ayes (Boulton, Frechette, Reilly and Bray), 1 nay (Battista).
In a motion made by Trustee Reilly
and seconded by Mayor Battista the bid from HD Supply was accepted for the
Sensus Hosted Solution for the water meter service. Vote 5 ayes (Battista,
Boulton, Frechette, Reilly and Bray), 0 nays.
The low bid for the Sidewalk
Paver Project at Market Square Park was accepted to move forward on the
project. The motion was made by Mayor Battista, seconded by Trustee Reilly.
Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

The meeting was opened at 6:30 pm
with no comments offered.
NEW
BUSINESS
Trustee Bray recused himself from
the Board action on his application to demolish a building at 211 W. Washington
St. Planning Board Chair Janet Quinn reported that there is little structural
integrity left in the building and any restoration would actually be new
construction. The Planning Board recommends approval of the demolition. A
motion to allow the demolition was made by Deputy Mayor Boulton and seconded by
Trustee Frechette. Vote 4 ayes (Battista, Boulton, Frechette and Reilly), 0
nays, and 1 abstained (Bray).
TREASURERS
REPORT
The year-end bills were paid in a
motion made by Mayor Battista and seconded by Trustee Bray. Vote 5 ayes
(Battista, Boulton, Frechette, Reilly and Bray), 0 nays.
The budget transfers were
approved in a motion made by Trustee Reilly and seconded by Deputy Mayor
Boulton. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.
The motion to use the IRS Standard
Mileage Rate was made by Trustee Reilly and seconded by Trustee Bray. Vote 5
ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.
A motion was made by Mayor
Battista and seconded by Deputy Mayor Boulton to hire the DPW seasonal workers
Paul Gibbs, Dave Radley and Gary Loomis at $15.00 per hour.
DEPARTMENT
HEAD REPORTS
Lonny Reinhardt, DPW
Superintendent, reported that there had been inquiries about the landscape
plantings needed due to the Main St. Project. The Project never included plantings
and the Tree Committee will be looking at appropriate replacements. He reported
that he needs to order 5 more lights for Main St.
The meeting was adjourned in a
motion made by Trustee Bray and seconded by Deputy Mayor Boulton at 6:54 pm.
