Present: Mayor Vincent Battista,
Deputy Mayor Barbara Boulton, Trustee Molly Reilly and Trustee James Bray.
Absent: Trustee Dan Frechette.
The Meeting was called to order
at 6:30 pm with the Pledge of Allegiance.
REVIEW
OF MINUTES
The minutes from the April 11,
2017 meeting were approved as presented in a motion made by Trustee Reilly,
seconded by Trustee Bray. Vote 4 Ayes (Battista, Boulton, Reilly and Bray), 0
nays.
MAYORS
REPORT AND CORRESPONDENCE
Mayor Battista reported that the
DANC report was received, as well as the DANC update on their billing and
equipment rates for the new fiscal year.
He also reported on the Fire
Department activities and gave the board the department’s annual budget.
Hiring Kelli Ritz as the new
Deputy Clerk at $15.00 per hour was approved in a motion made by Mayor Battista
and seconded by Trustee Reilly. Vote 4 Ayes (Battista, Boulton, Reilly and
Bray), 0 nays.
OLD
BUSINESS
The Madison Barracks PDD
Amendment for Woodlark will be addressed at the end of year meeting on May 30.
Planning Board Chair Janet Quinn will prepare the SEQR for it.
The application from Richard
Cuhna at Goodfello’s Restaurant for use of a strip of Village property adjacent
to the restaurant for outdoor seating was reviewed. The application was denied
in a roll call vote; there was 1 aye (Battista) and 3 nays (Boulton, Reilly and
Bray).

COMMENT
The meeting was opened to public comment
at 6:52 pm.
Connie Barone, 109 Bayview Place,
would like to strongly urge a leash law.
Tom Dyckes, 448 Ontario St,
questioned the cost of $2,300.00 for tree maintenance. He believes it is
wasteful mismanagement. He would also like policies and procedures set up by
the Village Board for the tree committee to follow.
Todd Farrington, Town of
Hounsfield, reported that there are plenty of bags and sand left if anyone
needs them for flood control. He also reported that the County has complained
that residents are mixing trash in with the recyclables at the recycle center.

BUSINESS
The vender application from CNY
Cubby Cabs was approved in a roll call vote. Vote 4 Ayes (Battista, Boulton,
Reilly and Bray), 0 nays.
TRUSTEE
REPORTS
Deputy
Mayor Boulton
reported from the marketing committee that the new architectural banners are at
the printers.
Trustee
Bray reported
that there had been no activity on the Galloo Island Article 10. The mini
library will be ready for dedication on June 21st.
Trustee
Reilly reported
that the Chamber of commerce meeting was on May 2nd. The tree
committee has a new application. She also addressed the questions that Tom
Dyckes raised in the public comments.
TREASURERS
REPORT
The Treasurers report was
accepted in a motion made by Deputy Mayor Boulton, seconded by Trustee Reilly.
Vote 4 Ayes (Battista, Boulton, Reilly and Bray), 0 nays.
The bills listed on Abstract #12
with vouchers 837 through 905 were paid in a motion made by Trustee Reilly,
seconded by Trustee Bray. Vote 4 Ayes (Battista, Boulton, Reilly and Bray), 0
nays.
The Budget transfers were made in
a motion made by Deputy Mayor Boulton and seconded by Trustee Bray. Vote 4 Ayes
(Battista, Boulton, Reilly and Bray), 0 nays.
The Tax Warrant listing taxes for
the General Fund in the amount of $370,231.00 and Re-levied amounts of
$18,828.70 in the Water Account, $1035.50 in the Ontario Shores Debt Accounts,
and $21,114.87 in the Sewer Accounts for a total of $411,210.07, was approved
in a motion made by Mayor Battista and seconded by Deputy Mayor Boulton. Vote 4
Ayes (Battista, Boulton, Reilly and Bray), 0 nays.
The water and sewer rates, the
Town of Hounsfield water rate, and the late penalties applied to overdue
accounts were approved in a motion made by Deputy Mayor Boulton and seconded by
Trustee Bray. Vote 4 Ayes (Battista, Boulton, Reilly and Bray), 0 nays.
The water accounts re-levied to
the taxes were approved in a motion made by Mayor Battista, seconded by Trustee
Bray. Vote 4 Ayes (Battista, Boulton, Reilly and Bray), 0 nays.
DEPARTMENT
HEAD REPORT
Lonny
Reinhardt, DPW Superintendent,
was welcomed back from vacation by Mayor Battista. Mr. Reinhardt reported that
people are illegally using the sewer system for their sump pumps. It overloads
the system. Seasonal meters are going in. The flower baskets will be going up
before Memorial Day. He requested a motion to declare the 2005 Sterling Plow
Truck, the 100k Kohler generator and the 2001 John Deere Lawn Tractor with
accessories, as excess equipment so they can be auctioned off. This was done in
a motion made by Trustee Reilly and seconded by Mayor Battista. Vote 4 Ayes
(Battista, Boulton, Reilly and Bray), 0 nays.
Visitor’s
Center Manager, Gail Gorgen,
requested the fees by waived for the gazebo and chair rentals for use at the
free concert being given on May 31 from 7-9 pm by the Sackets Harbor School
band. This

was done in a motion made by
Mayor Battista and seconded by Deputy Mayor Boulton. Vote 4 Ayes (Battista,
Boulton, Reilly and Bray), 0 nays.
Kris
Dimmick, Village Engineer,
reported that they have started paving on Main St. and most of the sidewalks
are in. They had a job meeting last Thursday and WD Malone is looking to have
the heavy list complete by Memorial Day. The Street light bases and conduit are
in. The bids will be opened on Friday this week for Market Square Park pavers.
He is working on completing the
insurance requirements for the seawall replacement project.
Paul
Trudeau, Police OIC,
will be leaving the first week in June for vacation. He agreed that the dogs
are getting out of control and has checked with other communities and they have
actual leash laws. He recommends passing the law. The Parks and Madison Barracks
apartments require a leash.
Janet
Quinn, Planning Board Chair,
reported that Jefferson County Planning is a good reference for a leash law.
She also reported that the Village will be having an inspection next week by
the CLG Representative from New York
State Parks, Recreation & Historic Preservation.
PUBLIC COMMENTS
The
meeting was opened to the public at 7:47 pm.
A
representative from Woodlark wanted to know the status of their application for
a PDD amendment.
Trustee
Reilly reported from the Chamber of Commerce that the Summer Farmers Market
will be cancelled for the 2017 season but will be reintroduced next year.

Comments were closed at 7:50 pm.

meeting was adjourned at 7:51 in a motion made by Mayor Battista, seconded by
