Present: Mayor Vincent Battista, Deputy Mayor Barbara Boulton, Trustee Dan Frechette, Trustee Molly Reilly and Trustee James Bray.

The Meeting was called to order at 6:30 pm with the Pledge of Allegiance.

 

REVIEW OF MINUTES

The minutes from the May 30, 2017 were approved as presented in a motion made by Trustee Reilly and seconded by Trustee Bray. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

 

A presentation was given by the Thousand Island Park Stewards on their summer project at Sackets Harbor Battlefield. They will be working on clearing the buckthorn.

 

MAYORS REPORT AND CORRESPONDENCE

A letter was received from Attorney Dennis Whelpley in regards to the military cemetery.

The annual SPEDES sewage treatment plant report was received.

The leash law was reviewed. The police officers have a copy of the law and it will be enforced.

The Town of Hounsfield Water District 7 Memorandum of Understanding was approved in a Resolution:

 

Be it resolved that the Village Board of Trustees agrees to enter into a Water Service Agreement with the Town of Hounsfield for the purpose of supplying water to the Town of Hounsfield Water District No. 7 and authorizing the Village Mayor to sign said agreement.

Motion to approve made by Mayor Battista, seconded by Trustee Reilly. Vote 5-0; all in favor.

Voting Aye:  Mayor Battista, Trustee Frechette, Trustee Reilly, Deputy Mayor Boulton and Trustee Bray.

Voting Nay: None

 

PUBLIC COMMENT

The meeting was opened to the public at 6:58 pm.

Connie Barone, 109 Bayview Place, urged the Board to pass an actual leash law.

Mike Taber, 204 W. Washington St., representing the North Country Kayakers, was upset about the dock and boat launch being closed.

 

NEW BUSINESS

A change in the local Board of Health was made in a Resolution:

 

Be it resolved that the Village Board of Trustees votes with the Town of Hounsfield to dissolve the Consolidated Board of Health.

And furthermore, the Village of Sackets Harbor Board of Trustees appoints the Town of Hounsfield to act as the Local Board of Health.

Motion to approve made by Mayor Battista, seconded by Deputy Mayor Boulton. Vote 5-0; all in favor.

Voting Aye: Mayor Battista, Trustee Frechette, Trustee Reilly, Deputy Mayor Boulton and Trustee Bray.

Voting Nay: None

 

The application for the annual Spoker Ride to be held July 29th was approved in a motion made by Trustee Bray and seconded by Trustee Reilly. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

 

The application for the Concerts on the Waterfront, 10th Mountain Division Band performance on August 6th was approved in a motion made by Trustee Reilly and seconded by Deputy Mayor Boulton. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

 

TRUSTEE REPORTS

Deputy Mayor Boulton reported that the Can-Am committee will meet again next week. The Marketing Committee banners are going up in the Village depicting some of the historic buildings in the area.

 

Trustee Frechette reported that the LDC is waiting for the appraisal of the property so it can be marketed.

 

Trustee Bray had no activity to report from the Galloo Island Article 10. He has had more correspondence from Tom Dyckes regarding tree plantings. The Library’s Annual Meeting is on Thursday the 15th of June and the Little Free Library at Market Square Park will be dedicated on June 21st.

The Village wifi is lacking a relay connecting one end of W. Main to the other end. Trustee Bray will pursue that with the company.

 

Trustee Reilly reported that the 2017 Fireman’s Muster will be held at t Madison Barracks in August. Joel Derouin is collecting donations to help with the event.

The Chamber of Commerce is planning a ribbon cutting to celebrate the Main St. Project completion.

After doing interviews with Gail Gorgen at the Visitor’s Center, they recommend hiring Peggy Cleveland as the part-time employee. This was approved in a motion made by Trustee Reilly and seconded by Mayor Battista. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

She reported meeting with Village Engineer Kris Dimmick and Deputy Mayor Boulton concerning the problem with the high water at the Village dock. She prepared letters requesting assistance to Senator Ritchie and Assemblywoman Jenne. Approval for having the Mayor sign the letters and send them on behalf of the Village was obtained in a motion made by Trustee Reilly and seconded by Deputy Mayor Boulton. Vote 4 ayes (Battista, Boulton, Reilly and Bray), 1 nay (Frechette).

 

TREASURERS REPORT

 

The Treasurers report was approved in a motion made by Trustee Bray and seconded by Trustee Reilly. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

In a motion made by Mayor Battista and seconded by Trustee Reilly, the Board approved the Treasurer’s accounting records for the year ending May 31, 2017 by signing the Balance Sheet pages from the Accounting System. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

The bills were paid in the Record of Claims, with vouchers 1-58, by a motion made by Deputy Mayor Boulton and seconded by Mayor Battista. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

The Fiscal Year 2017-2018 Salary Sheet was approved in a motion made by Mayor Battista and seconded by Trustee Reilly. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

The agreement with the Town of Wilna to provide full reimbursement for medical insurance coverage for James Yuhas, Treasurer, for the calendar year 2017, was approved in a motion made by Mayor Battista and seconded by Trustee Bray. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

The Village Board approved the annual bond issue of $120,000 each for the next 20 years for the Main St. Reconstruction Project. The breakdown for the repayment is $40,000 annually from each of the General Fund, the Water Fund and the Sewer Fund. This was approved in a motion made by Mayor Battista and seconded by Trustee Reilly. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

 

DEPARTMENT HEAD REPORTS

Lonny Reinhardt, DPW Superintendent, reported excess equipment sold at auction. Purchases were approved by the Board:

 

Be it resolved that the Village Board of Trustees authorizes the purchase of a compact tractor and attachments from Cazenovia Equipment for $21,500.

Motion to approve made by Mayor Battista, seconded by Trustee Reilly. Vote 5-0; all in favor.

Voting Aye: Mayor Battista, Trustee Frechette, Trustee Reilly, Deputy Mayor Boulton and Trustee Bray.

Voting Nay: None

 

Be it resolved that the Village Board of Trustees authorizes the purchase of a high pressure washer from Elite Sales for $4,400.00

Motion to approve made by Mayor Battista, seconded by Trustee Reilly. Vote 5-0; all in favor.

Voting Aye: Mayor Battista, Trustee Frechette, Trustee Reilly, Deputy Mayor Boulton and Trustee Bray.

Voting Nay: None

 

Be it resolved that the Village Board of Trustees authorizes the purchase of a pipe and underground locater from Team EJP of $4,916.00.

Motion to approve made by Mayor Battista, seconded by Trustee Reilly. Vote 5-0; all in favor.

Voting Aye: Mayor Battista, Trustee Frechette, Trustee Reilly, Deputy Mayor Boulton and Trustee Bray.

Voting Nay: None

 

He reported that the approved repair of the tower clock and bell ringing equipment has been delayed because Verdin, the company chosen to do the work, has set conditions including pre-payment. Mayor Battista will call them to discuss the terms.

Mr. Reinhardt reported that the DOT has been supplying sand bags for residents to help with the flooding.

DANC has started the fiber optic project.

 

Gail Gorgen, Visitor’s Center Manager,  had nothing additional to add to her report

 

Kris Dimmick, Village Engineer, reported that the Main St. Reconstruction Project is wrapping up on time and on budget, with a greatly expanded scope. Substantial completion is expected later this week. The Market Square Park brick pavers are scheduled to begin next Monday.

He has been working with Corey Reid and Lonny Reinhardt on the water tank repair project.

The CFA Grants application deadline is coming up.

He cautioned that the damages caused by the high water won’t be obvious until September.

In a motion made by Trustee Reilly and seconded by Mayor Battista, the purchase of concrete for no more than $15,000 was authorized, to create a concrete cap so the boat launch could be opened. Vote 4 ayes (Battista, Boulton, Reilly and Bray), 1 nay (Frechette).

Paul Trudeau, OIC, reported that people were walking out on the submerged dock. He requested an Executive Session to discuss a personnel issue.

 

Dave Altieri, Heritage Area Director, requested the Board hire Kelli Ritz again this year to work at the Pickering Beach Museum. This was approved in a motion made by Deputy Mayor Boulton and seconded by Trustee Reilly. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

Mayor Battista nominated Merle Tousant and Trustee Reilly nominated Bob Bouchard for Citizen of the Year. Vote: 4 for Bouchard (Frechette, Boulton, Reilly and Bray), 1 for Tousant (Battista).

 

Mayor Battista nominated Joan Cumoletti, and Trustee Reilly nominated Cheryl Payne, for Volunteer of the Year. Vote: 2 for Cumoletti (Bray and Battista), 3 for Payne (Frechette, Boulton and Reilly).

 

PUBLIC COMMENT

The meeting was opened for public comment at 8:17pm.

Tim Scee, Town of Hounsfield Supervisor, requested that Treasurer Yuhas send him the Rec. Committee Financial Reports.

There is information on the Town website for relief for people having water damage to septic systems.

He reported that Syracuse Utilities located the conduit for the fiber optic line diagonally across the lot and would like the location confirmed.

John Deans, 120 N. Broad St, suggested issuing a press release regarding the boat launch.

Jeremy Cook, 405 W. Washington St, reported that Syracuse Utilities was digging on his property.

Mike Taber, 204 W. Washington St. requested that notification be given to residents when there is an event that will impact them.

 

At 8:25 pm the meeting was moved into Executive Session to discuss personnel issues.

No action was taken by formal vote during the Executive Session.

 

The Regular session was re-opened at 8:35 pm.

 

The meeting was adjourned at 8:36 in a motion made by Mayor Battista, seconded by Deputy Mayor Boulton. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.
