Present: Mayor Vincent Battista, Trustee Reilly and Trustee Bray. Absent: Deputy Mayor Barbara Boulton and Trustee Dan Frechette. A quorum was established. Also present: Jim Yuhas, Treasurer.

The meeting was called to order at 6:33 pm with the Pledge of Allegiance.

A moment of silence was observed for the recently deceased Police Officer Charles Zeltwanger and State Trooper Joel Davis.

 

REVIEW OF MINUTES

The minutes from the June 13, 2017 meeting were approved as presented in a motion made by Trustee Reilly and seconded by Trustee Bray. Vote 3 ayes (Battista, Reilly and Bray), 0 nays.

 

MAYORS REPORT AND CORRESPONDENCE

The Can-Am Festival Brochure was reviewed by Trustee Reilly.

Mayor Battista reported that the DANC report and a notice for a public hearing for a rate increase by National Grid were received.  The report from Bernier & Carr was distributed to the board regarding the water storage tank repainting project.

The joint public information meeting for high water coverage was postponed until August 2nd at 6:00 pm to allow for more people to take part. Lonny Reinhardt and Kris Dimmick will be attending the FEMA meeting on July 25, 2017 for flood damage review. Trustee Reilly may also attend.

The War of 1812 Canadian plaque will be dedicated on August 5th at 11:00 am.

 

The Classic Car Show application for an event on August 19, 2017 was approved in a motion made by Trustee Reilly, seconded by Trustee Bray. Vote 3 ayes (Battista, Reilly and Bray), 0 nays.

The Knights of Columbus vender application was approved in a motion made by Trustee Reilly and seconded by Trustee Bray. Vote 3 ayes (Battista, Reilly and Bray), 0 nays.

The SPAAMFAA application for a parade permit for the antique fire trucks was approved in a motion made by Trustee Reilly and seconded by Trustee Bray. Vote 3 ayes (Battista, Reilly and Bray), 0 nays.

 

PUBLIC COMMENTS

The meeting was opened to public comment at 6:44 pm.

Jay Kramer, 309 ½ E. Main St, reported that he has done some volunteer maintenance at Fort Pike Park.

Paul Trudeau, Dodge Ave, thanked the board and the residents for their support during the past couple of weeks. It has been a difficult time in the police community.

 

NEW BUSINESS

The Town of Hounsfield would like to install an antenna on the railing of the water tower to assist with their communication problem caused by new growth interfering with their current one. Mayor Battista reported that the Village Engineer, Kris Dimmick, is being consulted to make sure this will not disrupt the signals already being used on the tower and its future use. Contingent on his clearance, this was approved in a motion made by Mayor Battista and seconded by Trustee Reilly. Vote 3 ayes (Battista, Reilly and Bray), 0 nays.

The Rec Committee has purchased new pickle ball equipment. Dave Altieri will check on the status of the grant for a storage shed.

 

TRUSTEE REPORTS

Trustee Bray reported that the Tree Committee has a new request for trees. The Little Library is up and running. He reported meeting with Don DiMonda and Trustee Reilly regarding the LDC property. Trustee Reilly added that they were waiting for the appraisal of the property. Trustee Bray spoke with Jon LaDuc about the village Wi-Fi difficulties and would like to review the contract with Ridgeview.

Trustee Reilly extended thanks to the Mayor and DPW for their assistance with the ribbon cutting ceremony for the completion of the W Main St. project.

She welcomed the new employee, Peggy Cleveland, at the Visitor’s Center. Pickering Beach is open for the season. She congratulated the Rec Committee with thanks to the volunteers on the successful baseball/softball season.

 

TREASURERS REPORT

The Treasurer’s report was accepted in a motion made by Trustee Reilly and seconded by Trustee Bray. Vote 3 ayes (Battista, Reilly and Bray), 0 nays.

The bills were paid in the Record of Claims, with vouchers 100054 through100163, in a motion made by Trustee Reilly and seconded by Trustee Bray. Vote 3 ayes (Battista, Reilly and Bray), 0 nays.

The Town of Hounsfield water rate for 2017-2018 was reviewed and the rate of $4.00 per thousand gallons of water was approved in a motion made by Trustee Bray and seconded by

Trustee Reilly. Vote 3 ayes (Battista, Reilly and Bray), 0 nays.

The hourly rate of the assistant director for the summer rec program was set at $15.00 per hour for a 30 hour work week by a motion made by Mayor Battista, seconded by Trustee Reilly. Vote 3 ayes (Battista, Reilly and Bray), 0 nays.

 

The personnel hired for the summer rec program were approved in a motion made by Trustee Reilly and seconded by Trustee Bray. Vote 3 ayes (Battista, Reilly and Bray), 0 nays.

The personnel hired as part time police officers were approved in a motion made by Trustee Reilly, seconded by Trustee Bray. Vote 3 ayes (Battista, Reilly and Bray), 0 nays.

In a motion made by Trustee Reilly and seconded by Trustee Bray, it was decided that police officers working on the 4th of July would be paid time and a half, beginning this year.

 

DEPARTMENT HEAD REPORTS

Lonny Reinhardt, DPW Superintendent, reported that the DPW has been dealing with problems caused by the high water. They had to hire Bob Bendwell to install large rip rap stone along Brown Shores Rd. He recommended that the Board accept the bid of Lawman Heating & Cooling for $38,255.00 to complete the fluoridation room improvements per the plans by Bernier & Carr. This was done in a motion made by Mayor Battista and seconded by Trustee Reilly. Vote 3 ayes (Battista, Reilly and Bray), 0 nays.

He is concerned about the appearance of the military cemetery. He said not everyone is following the rules for what is allowed to be left in the cemetery.

 

Gail Gorgen, Visitor’s Center Manager, had nothing to add to her report.

 

Paul Trudeau, Police Department OIC, reported that the County 911 system is going to a different radio band. We won’t have the right equipment but the County will provide a radio in each car and up to 2 hand held radios. We will have to pay to have them installed and will have to purchase the third hand held.

He is considering holding on to patrol car 366 for another year instead of replacing it. He will get a price on getting the rust spots fixed.

He reported that the 4th of July Fireworks went well.

 

Dave Altieri, Heritage Area Director, reported that Kelli Ritz is working at the Pickering Beach Museum again this year and it is running well.

He is working on a plan for plantings.
