Present: Mayor Vincent Battista, Deputy Mayor Barbara Boulton, Trustee Dan Frechette, Trustee Molly Reilly, Trustee James Bray. Also Present: Jim Yuhas, Treasurer.

The Meeting was called to order at 6:30 pm with the Pledge of Allegiance.

 

REVIEW OF MINUTES

The minutes from the September 13, 2017 meeting were approved as corrected in a motion made by Trustee Reilly, seconded by Trustee Bray. Vote 4 ayes (Battista, Boulton, Reilly and Bray), 1 nay (Frechette).

 

The scheduled Executive Session was cancelled.

Mayor Battista called on Don DiMonda, SHLDC Chair, who outlined the reasons to keep negotiations with potential buyers of the LDC property confidential. He introduced Don Alexander, JCIDA CEO, who discussed the role of the LDC in the marketing of the property.

 

Village of Sackets Harbor RESOLUTION

 

BE IT RESOLVED that the Board of Trustees of the Village of Sackets Harbor (the “Board”) hereby appoints the Sackets Harbor Local Development Corporation (“SHLDC”) as the economic development agency to negotiate on behalf of both the Board and SHLDC any sale of lands jointly owned to any potential developer of said lands and

BE IT FURTHER RESOLVED that any negotiated agreement shall be subject to final approval by the Board.

MAYORS REPORT

Mayor Battista reported that the monthly DANC report was received; He distributed to the Board the Fire Dept. meeting minutes and the Boat Launch Stewardship Report.

 

PUBLIC COMMENT

The meeting was opened to public comment at 7:33 pm.

Wendy Lougnot, attorney for the neighbors of James and Mandy Bray, requested that the Board table the issue of the Bray’s use of the “paper street” known as Buckley Alley until more information can be obtained.

Mike Lawler claimed that he purchased the property in question and no one will be allowed to use his property.

Public Comment was closed at 7:45 pm.

 

OLD BUSINESS

James Bray recused himself from the discussion of his request to use Buckley Alley.

Mayor Battista tabled the issue at the recommendation of the Village Attorney.

 

TRUSTEE REPORTS

Deputy Mayor Boulton reported that the Can-Am Committee met to start the plans for next year’s Marketing Committee will meet with the TI Council next month to review the analytics of this year’s digital ads. She also reported that Sackets Harbor was in a video done by a “travel influencer” from the UK and can be seen on you tube at: https://www.youtube.com/watch?v=h1C2WZt410k&feature=youtu.be

Trustee Frechette had nothing to add to the LDC report.

Trustee Bray reported that the Tree Committee is working on the proposal for screening the lift station on Ontario St and he expects other trees to be planted also. He had nothing from the Library.

Trustee Reilly reported from the Chamber of Commerce that on Thursday Oct 12th there will be a “Yappy Hour” at the North Country Animal Health Center from 6-8 pm. The “Sackets Unchained” shop local campaign will be Nov. 18th and “Small Business Saturday” will be Nov. 25th. The Downtown Business community is planning an “Olde Fashion Christmas” marketing campaign. The fall’s Harvest Festival was a big success bringing 182 guests to the Visitor’s Center.

 

TREASURER’S REPORT

The bills in Abstract #5 with vouchers 100383 to 100469 were paid in a motion made by Deputy Mayor Boulton, seconded by Trustee Reilly. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

The Treasurer’s report for this month will be included in next month’s meeting.

 

DEPARTMENT HEAD REPORTS

Lonny Reinhardt, DPW Superintendent, reported that the storage building for sporting materials is almost done. They will be installing a check valve at the Main St outfall next week. The banners will be coming down this week and the flowers came down today. The DPW has been pulling the seasonal water meters. The Fluoride project should be completed in two weeks. The UV System was shut down for the season. Paving on Ambrose St. is complete.

Kris Dimmick, Village Engineer, reported that the water tank painting is on schedule. WD Malone will be back in the spring to reseed some areas affected by the Main St. Project. He walked the area where the seawall replacement will be with the DEC.

Janet Quinn, Planning Board Chair, reviewed the activities of the Planning Board. Another Planning Board Member needs to be appointed. She reported that the Village is plagued with building projects that are being done or started without a zoning permit. She suggested the Village Board send a letter to the residents reminding them that a permit is needed.

Dave Altieri, Heritage Area Director, reported that Mike Campbell/ Mike Lawler will be submitting an application for a NYS Restore NY Grant to restore the former US Army Administration building for the adaptive reuse as a 25 room upscale hotel. The Village will need to write a letter of intent for the grant. This was approved for the Mayor to sign in a motion made by Mayor Battista, seconded by Trustee Reilly. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.

Paul Trudeau, Police Department OIC, reported that there continues to be a series of car larcenies in the area, not just in Sackets Harbor. He recommends setting up a Neighborhood Watch. He also recommends the Village purchase cameras to cover W Main St. He also reported that he had received a request from the Planning Board to the Harbor Master that the Planning Board be the Lead Agency for the purpose of conducting coordinated SEQR reviews for the Lawler Realty boat launch, driveway and floating dock. This was approved in a motion made by Mayor Battista and seconded by Trustee Frechette. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays. Mr. Trudeau also reported that the Harbor Master does not have to be a police officer.

 

PUBLIC COMMENT

The meeting was opened to public comment at 8:30 pm.

JP Constance, 107 Hounsfield St, commented that a Harbor Master is required by the Zoning Law. He also asked the Board to address the lack of enforcement of the Zoning Law; the Village Board has the enforcement power.

 

A motion to adjourn the meeting was made by Mayor Battista and seconded by Trustee Bray at 8:32 pm. Vote 5 ayes (Battista, Boulton, Frechette, Reilly and Bray), 0 nays.
