Present: Mayor Vincent Battista, Deputy Mayor Barbara Boulton, Trustee Dan Frechette, Trustee Molly Reilly, Trustee James Bray. Also Present: Jim Yuhas, Treasurer.

The Meeting was called to order at 6:30 pm with the Pledge of Allegiance.

 

REVIEW OF MINUTES

The minutes from the October 10, 2017 meeting were approved as presented in a motion made by Trustee Reilly, seconded by Trustee Bray. Vote 5 ayes (Battista, Boulton, Reilly, Frechette and Bray), 0 nays.

 

MAYOR’S REPORT & CORRESPONDENCE

The Certificate of Substantial Completion for the water tower painting project was received, as well as the change order listing the contract price savings of $23,000.00.

The DANC report was received for October.

The Village received notice from the American Public Works Association (APWA) that the West Main St project was awarded the 2017 Transportation project of the year award. Mayor Battista will attend the awards ceremony.

A letter was received from Michael and Nichole Smith, the purchasers of 326 E Main St in a foreclosure sale, requesting relief from the Village water bill incurred on the property prior to their purchase. A motion to forgive the bill was made by Mayor Battista and failed to have a second. A motion to allow the Smith’s to make payments on the debt over 8 billing cycles was made by Trustee Reilly and seconded by Trustee Bray. Vote 4 ayes (Reilly, Boulton, Frechette and Bray), 1 nay (Battista).

A letter was received from Connie and Larry Barone with pictures of the water run-off at their property on General Smith Drive. Lonny Reinhardt and Kris Dimmick were asked to look into increasing the size of the storm drain pipes.

The fall leaf clean-up will be November 20th through the 22nd.

“Fowl Play”, a major fund raiser for the Fire Department, is scheduled for Friday November 17th.

“Sackets Unchained” will be Saturday the 18th and Small Business Saturday is the 25th.

 

PUBLIC COMMENT

The meeting was opened for public comment at 6:46 pm.

Jay Cramer, 309.5 E Main St, reported that he will be working on the Fort Pike Park maintenance.

George McCulloch reported that he has received estimates on the restoration of the historic WWII sign. It will essentially be rebuilt with vinyl letters and then coated with polyurethane. He will be fund raising to cover the cost.

NEW BUSINESS

 

 RESOLUTION

HI-LITE – ACTING AGENT

WHEREAS, Hi-Lite Group, LLC (“Hi-Lite”) has announced its intentions to relocate its international headquarters and to construct and operate a large conference center in the Village of Sackets Harbor (the “Village”) on land the Village jointly owns with the Sackets Harbor Local Development Corporation (“SHLDC”) on Ambrose Street; and

WHEREAS, both the Village and Hi-Lite wish to expedite the start of the State Environmental Quality Review process and authorize Hi-Lite, or its designee, to act as the Village’s and SHLDC’s agent in conducting the necessary environmental reviews and obtaining the approvals necessary from all Local and State agencies; and

NOW, THEREFORE BE IT RESOLVED by the Village of Sackets Harbor Board of Trustees that Hi-Lite is authorized to act as the Village’s agent in conducting all necessary environmental reviews and obtaining approvals from any and all involved Local and State agencies.

This resolution shall take effect immediately.

The event application from the Chamber of Commerce for “Whooville in the Harbor” was presented by Marsha Maxon. It was approved in a motion made by Trustee Frechette and seconded by Trustee Bray. Vote 5 ayes (Battista, Boulton, Reilly, Frechette and Bray), 0 nays.

The application referred from the Planning Board for the demolition of the house at 344 Dodge Ave. was approved in a motion made by Mayor Battista, seconded by Deputy Mayor Boulton. Vote 4 ayes (Battista, Boulton, Reilly and Frechette), 0 nays, 1 abstained (Bray).

 

TRUSTEE REPORTS

Deputy Mayor Boulton reported on the Marketing Committee’s plans for advertising for the next season. The bills for this totaling $984.00 were approved in a motion made by Deputy Mayor Boulton and seconded by Trustee Frechette. Vote 5 ayes (Battista, Boulton, Reilly, Frechette and Bray), 0 nays. They also approved an ad with Southern Hospitality for $400.00 in a motion made by Deputy Mayor Boulton, seconded by Trustee Bray.  Vote 5 ayes (Battista, Boulton, Reilly, Frechette and Bray), 0 nays.

She also reported that the CanAm Committee is looking for volunteers.

 

Trustee Frechette had nothing to add on the LDC status.

 

Trustee Bray reported that the Tree Committee had done the planning for the screening around the lift station and had planted 3 trees. He had nothing to report from the library.

 

Trustee Reilly reported that the regular Chamber of Commerce meeting was postponed due to the election. The Visitor’s Center is working on plans for next year’s exhibits and the Pickering Beach Museum is closed for the season. She also reported that one of the students at SH high school is collecting donations to lay wreaths at the Military Cemetery. If you are interested in donating, please call the school.

 

TREASURER’S REPORT

The Treasurer’s reports for September and October were accepted in a motion made by Mayor Battista and seconded by Deputy Mayor Boulton. Vote 5 ayes (Battista, Boulton, Reilly, Frechette and Bray), 0 nays.

The bills listed on Abstract #6 with voucher 100470 through 100561 were paid in a motion made by Trustee Reilly and seconded by Trustee Bray. Vote 5 ayes (Battista, Boulton, Reilly, Frechette and Bray), 0 nays.

 

A motion to re-levy the unpaid Village taxes to the January Town and County taxes was made by Mayor Battista and seconded by Trustee Reilly. Vote 5 ayes (Battista, Boulton, Reilly, Frechette and Bray), 0 nays.

                                      

DEPARTMENT HEAD REPORTS

Lonny Reinhardt, DPW Superintendent, reported that the clock tower project is almost complete. The company will be back when the last backordered part is in. The water tower project is complete and back on line. They are still having problems with the low lift pump at the water plant and Siewert Equipment is going to come up to review it.

Kris Dimmick, Village Engineer, had nothing new to report on the Main St. project, the next project is the seawall project.

Dave Altieri, Heritage Area Director, is also working on the Visitor’s Center exhibit plans.

Dick Stevens wanted to thank Lonny Reinhardt and the crew that was working on the tower clock.

Don DiMonda, Bayview Place, thanked the board for acting on the LDC property Resolution.

Trustee Molly Reilly thanked Mayor Battista for his 4 years of service as Mayor.

Public comment was closed at 7:23 pm
