Present: Mayor Molly Reilly,
Deputy Mayor Barbara Boulton, Trustee Dan Frechette, Trustee James Bray,
Trustee Eric Constance. Also present: Jim Yuhas, Acting Treasurer.
The Annual Meeting was called to
order at 6:30 pm with the Pledge of Allegiance.
Trustee Eric Constance was
welcomed back to the Board by Mayor Reilly.
The following were authorized in
a motion made by Deputy Mayor Boulton and seconded by Trustee Constance. Vote 5
ayes (Reilly, Boulton, Frechette, Bray and Constance), 0 nays :

Authorize payment in advance of audit,
claims for public utility service, postage, freight, payroll taxes and express
fees, medical, dental, life and disability insurance premiums as well as
advance registrations for conferences and classes.
·
Designate the Regular Open Meeting dates
of the Board of Trustees as the second Tuesday of each month to commence at
6:30 PM.
·
Designate the Depository Institutions
for the Village of Sackets Harbor as: Watertown
Savings Bank and Community Bank.
·
Authorize the following check signing
procedure, the Treasurer or Mayor may sign checks.
·
Designate the official newspaper for the
Village of Sackets Harbor as the Watertown
Daily Times.
·
Authorize the mileage rate to be as set
by the IRS guidelines.
·
Authorize officials and employees to
attend meetings, conferences and workshops.
·
Authorize Village and Employee co-payment
of medical and dental insurance premiums (Village pays 90% of premium, employee
pays 10% premium). For employees hired after June 1, 2010, the Village will pay
75% of premium and employees will pay 25% of premium.
·
Authorize the Village share of the
Treasurer’s health insurance premium to be paid to the Town of Wilna
·
Authorize the following appointments for
the following terms:

A
motion was made to re-adopt the Coin Deposit Policy, the Investment Policy, the
Acceptance of Credit/Debit Card or ACH payment for Village Taxes and
water/sewer bills policy, and the Procurement Policy without change from last
year. The motion was made by Trustee Bray and seconded by Trustee Frechette. Vote 5 ayes (Reilly, Boulton,
Frechette, Bray and Constance), 0 nays.
A motion was made by Trustee Bray
and seconded by Trustee Constance to reappoint Merle Tousant to the Planning
Board. Vote 5 ayes (Reilly, Boulton, Frechette, Bray and Constance), 0 nays.
A motion was made by Deputy Mayor
Boulton and seconded by Trustee Frechette to reappoint Tom Dyckes to the
Planning Board. Vote 5 ayes (Reilly, Boulton, Frechette, Bray and Constance), 0
nays.
A motion was made by Deputy Mayor
Boulton and seconded by Trustee Frechette to appoint Dick Stephens to the
Planning Board to fill a partial term. Vote 5 ayes (Reilly, Boulton, Frechette,
Bray and Constance), 0 nays.
A motion was made by Trustee Bray
and seconded by Trustee Constance to reappoint Larry Barone to the Zoning Board
of Appeals. Vote 5 ayes (Reilly, Boulton, Frechette, Bray and Constance), 0
nays.
The Annual Meeting was closed at
6:41 pm and the regular meeting opened in a motion made by Trustee Constance
and seconded by Deputy Mayor Boulton. Vote 5 ayes (Reilly, Boulton, Frechette,
Bray and Constance), 0 nays.
REVIEW
OF MINUTES
The minutes from the November 14,
2017 meeting were approved as presented in a motion made by Trustee Bray and
seconded by Trustee Frechette. Vote 4 ayes (Reilly, Boulton, Frechette, and
Bray), 0 nays, 1 abstained (Constance).
The minutes from the December 6,
2017 meeting were approved as presented in a motion made by Trustee Bray and
seconded by Deputy Mayor Boulton. Vote 5 ayes (Reilly, Boulton, Frechette, Bray
and Constance), 0 nays.
MAYORS
REPORT
Mayor Reilly reported that the
“Whooville” event was a huge success.
The Village office will be closed
on Tuesday the 19th until 11:00 am for a training session.

COMMENT
The meeting was opened to public
comment at 6:54 pm.
Jay Kramer, 309 ½ E Main St,
reported that they will be doing fund raising for the restoration of the old
Army sign they are planning to install at Madison Barracks. It will be through
the Society for the Preservation of Madison Barracks.

motion made by Trustee Frechette and seconded by Deputy Mayor Boulton. Vote 5

The Board authorized the Police
Department to be the dog control agency in a motion made by Deputy Mayor
Boulton and seconded by Trustee Constance. Vote 5 ayes (Reilly, Boulton,
Frechette, Bray and Constance), 0 nays.
TRUSTEE
REPORTS
Deputy
Mayor Boulton requested
approval of the advertising recommended by the Marketing Committee. The
advertisement in the TI Guide for $3,100.00 was approved in a motion made by
Deputy Mayor Boulton and seconded by Trustee Frechette. Vote 5 ayes (Reilly,
Boulton, Frechette, Bray and Constance), 0 nays. An ad in the Watertown Daily Times for
$110.00 in the special NYS Troopers Celebration edition was approved in a
motion made by Deputy Mayor Boulton and seconded by Trustee Frechette. Vote 5
ayes (Reilly, Boulton, Frechette, Bray and Constance), 0 nays.
She extended thanks to all who
participated in the Whooville event, it was a remarkable success and planning
is starting for next year.
She congratulated the new and
re-elected Board Member and the new Mayor on their elections.

Trustee
Constance reported
that he is interested in working with the Board on long term planning. The
Waterfront Development Feasibility Study had been done and not pursued. The
Visitor Center planning meeting for new displays is Jan. 30. He would like a
reconciliation of the finances on the Main St. Project. He would like an
overview of the funding for the Seawall and Intake project. He hopes the LDC
project is moving forward and would like to talk to Don Alexander on the
possibility of getting Federal EDA funds for infrastructure at the site. He
also inquired if the speed radar unit is working. Mayor Reilly shared that the
Waterfront Development Feasibility Study has been forwarded to Congresswoman
Stefanik’s office and they have had a conversation on Harbor Development.
Trustee
Frechette
reported that he had attended 2 LDC meetings. Hi-Lite Corporation indicated
that they reportedly would be presenting a proposal next week.
Given the difficulty hearing the
speakers at the Whooville event, he would like to look into a new Bluetooth
system for the Gazebo.
TREASURERS
REPORT
A motion to correct the Sewer
Debt billing sent to some residents in error was made by Deputy Mayor Boulton
and seconded by Trustee Bray. Vote 5
ayes (Reilly, Boulton, Frechette, Bray and Constance), 0 nays.
A motion to accept the Treasurers
Report was made by Deputy Mayor Boulton and seconded by Trustee Bray. Vote 5
ayes (Reilly, Boulton, Frechette, Bray and Constance), 0 nays.
A motion to pay the bills listed
in the Record of Claims with vouchers #100562 through 100646 was made by
Trustee Frechette and seconded by Deputy Mayor Boulton. Vote 5 ayes (Reilly,
Boulton, Frechette, Bray and Constance), 0 nays.

DEPARTMENT
HEAD REPORTS
Lonny
Reinhardt, DPW Superintendent, reported
that the 4” water main that feeds the Municipal Building broke Thanksgiving
weekend and was repaired. The Verdin Company will be back to complete the clock
tower repairs after the New Year. Siewert company reps were here to review the
continuing issues with the low lift pump problems. He is getting an estimate to
upsize the suction pipe on one of the pumps. They are continuing to plow and
snow-blow as needed.
Gail
Gorgen, Visitors Center Manager, had
nothing to add to her report.
Corey
Reid, BCA Engineers, reported
that final bills have been submitted for payment for both the UV Project and
the Water Storage Tank Project.
Paul
Trudeau, Police Department OIC, reported
that the radar has been fixed and a plan is in place for targeted relocation in
high need areas. He recommended that department heads sign off on Event
Applications before it is approved by the Board.
Janet
Quinn, Planning Board Chair, reports
that there is one application for the December meeting.
COMMUNITY
ORGANIZATIONS
Mayor Reilly invited any
Community Organizations to share information.
Connie
Barone reported
that the Battlefield is again sponsoring a “Commandants Christmas” Program and
will be hosting 250 second graders from the area.
Dave
Altieri reported
that the winter concert series will start in January. It will be the 3rd
Saturday of January, February and March at 6:30 pm at the Union Hotel.
Dick
Stephens shared
that there were many visitors to the Presbyterian Church tower carillon as part
of the Whooville event. The tower bells are hand activated.
Tim
Scee attended
the IDA meeting with the project developer for the Galloo Island Wind Farm,
Neil Habig. He reported that the project is of no concern on the part of Fort
Drum for either flight patterns or the effect on radar.

COMMENT
The Meeting was opened to public
comment at 8:00 pm.
Tim Scee said that the Jefferson
County Supervisors Association for the County is billed $11,000 for Jefferson
County dog control. 6 Towns have pulled out of the county’s program and hired a
dog control officer.
A motion to adjourn the meeting
was made at 8:04 pm by Trustee Constance and seconded by Trustee Bray. Vote 5
ayes (Reilly, Boulton, Frechette, Bray and Constance), 0 nays.
