Present: Mayor Molly Reilly,
Deputy Mayor Barbara Boulton, Trustee Dan Frechette, Trustee James Bray,
Trustee Eric Constance. Also present: Jim Yuhas, Acting Treasurer.
The meeting was called to order
at 6:30 pm with the Pledge of Allegiance.
A moment of silence was observed
for the late Dennis Whelpley, our late Village Attorney.
REVIEW
OF MINUTES
The minutes of the December 12, 2017
meeting were approved as presented in a motion made by Trustee Constance and
seconded by Trustee Bray. Vote 5 ayes (Reilly, Boulton, Frechette, Bray and
Constance), 0 nays.
MAYOR’S
REPORT
A letter of completion was
received from BCA Group for the UV Disinfection project.
The Tug Hill Local Government
Conference notice was received. Any official wanting to attend can let the
Village office know by March 5th and the registrations will be sent
in.
Mayor Reilly reported that she
has been working with Lonny Reinhardt and the Village Engineer on the FEMA
application for Village damages sustained in the high water event last summer.
The Village Historians Connie
Barone and Jeanie Brennan have offered to provide monthly historical information
pieces to be published on the sacketsharborny.com web site.
The water department’s DANC
report was distributed to the Board.
The Village Clerk is following up
with the officials who need to be sworn into office.
Mayor Reilly reported that she would
like to host a Town Hall for residents to share their views and ideas. She
asked for support from the Board for this and it was unanimous.

OLD
BUSINESS
Briggs McAndrew and Paul Trudeau
were appointed to the Joint Rec Committee in a motion made by Trustee Frechette
and seconded by Trustee Bray. Vote 5 ayes (Reilly, Boulton, Frechette, Bray and
Constance), 0 nays.
Marsha Maxon was appointed to the
Marketing Committee in a motion made by Deputy Mayor Boulton, seconded by Trustee
Constance. Vote 5 ayes (Reilly, Boulton, Frechette, Bray and Constance), 0
nays.
Lonny Reinhardt was appointed
Harbor Master in a motion made by Trustee Frechette and seconded by Trustee
Bray. Vote 5 ayes (Reilly, Boulton, Frechette, Bray and Constance), 0 nays.
Margaret Kelly was appointed
Village Registrar in a motion made by Mayor Reilly and seconded by Trustee
Constance. Vote 5 ayes (Reilly, Boulton, Frechette, Bray and Constance), 0
nays.
The DANC Agreement for License
and Easement for a fiber optic communications system was approved in a motion
made by Trustee Constance and seconded by Deputy Mayor Boulton. Vote 5 ayes
(Reilly, Boulton, Frechette, Bray and Constance), 0 nays.
After consultation with counsel,
it was determined that the Village of Sackets Harbor Military Cemetery does not
have a Commission. There is a Committee with an advisory capacity to the
Village Board of Trustees. The Committee had made changes to the policies, but
the Board voted last September to maintain the previous rules until further notice.
Deputy Mayor Boulton volunteered to represent the Board on this committee. The
subject was tabled in a motion made by Trustee Bray and seconded by Deputy
Mayor Boulton. Vote 5 ayes (Reilly, Boulton, Frechette, Bray and Constance), 0
nays.
NEW
BUSINESS
A draft of the updated Personnel
Policy was distributed to the Board by Deputy Mayor Boulton. Action will be
taken next month.
Super Sign Up Saturday, a
community organization fair to be held March 3, 2018 for non-profits, was
proposed by the Mayor. This was supported in a motion made by Deputy Mayor
Boulton and seconded by Trustee Frechette. Vote 5 ayes (Reilly, Boulton,
Frechette, Bray and Constance), 0 nays.
The contract with the Fire
Department for services in the Village was approved in a motion made by Trustee
Frechette and seconded by Deputy Mayor Boulton. Vote 5 ayes (Reilly, Boulton,
Frechette, Bray and Constance), 0 nays.
The contract with the Town of
Hounsfield and the Fire Department with funds passing through the Village was
approved by a motion made by Trustee Frechette and seconded by Trustee Bray.
Vote 5 ayes (Reilly, Boulton, Frechette, Bray and Constance), 0 nays.
There was a request from the Fire
Department for permission to install a Conex box behind the Municipal Building
for storage. The request was tabled for more information and alternatives in a
motion made by Trustee Constance and Trustee Bray. Vote 5 ayes (Reilly, Boulton,
Frechette, Bray and Constance), 0 nays.
Mayor Reilly was authorized to
apply for a grant from the William G Pomeroy Foundation for a roadside marker
to honor Mayor Anna MacQuaid Mason in a motion made by Trustee Bray and
seconded by Deputy Mayor Boulton. Vote 5 ayes (Reilly, Boulton, Frechette, Bray
and Constance), 0 nays.
A request by Mayor Reilly to go
into Executive Session to discuss legal matters was approved in a motion made
by Trustee Constance and seconded by Deputy Mayor Boulton at 7:18 pm. Vote 5
ayes (Reilly, Boulton, Frechette, Bray and Constance), 0 nays.
The regular meeting resumed at
7:26 pm in a motion made by Trustee Frechette and seconded by Trustee Bray.
Vote 5 ayes (Reilly, Boulton, Frechette, Bray and Constance), 0 nays.
A motion was made to authorize
Mayor Reilly to sign a letter from a partner from the Conboy, McKay, Bachman
& Kendall firm as a retainer for legal services by Trustee Bray and
seconded by Trustee Constance. Vote 5 ayes (Reilly, Boulton, Frechette, Bray
and Constance), 0 nays.
A motion was made by Trustee Bray
and seconded by Trustee Frechette allowing the $100.00 change to the
sacketsharborny.com website to accommodate the Village Historian’s articles.

TRUSTEE
REPORTS
Deputy
Mayor Boulton reported
that the Hay Memorial Library will be hosting a 6 week “Truth be Told” program
starting January 15th. The Arm Chair Traveler program will be
January 21st featuring Dr. Josh Canale who will speak on his time in
China. The library reports that there has been an increase in book check outs,
guests and programs this year.
The CanAm committee will be
meeting at the end of January.
Trustee
Bray had nothing
to report from the Tree Committee or the Pickering Beach Museum. He reported
that according to the Watertown Daily Times, Assemblywoman Jenne has a goal to
strengthen ties with SUNY Maritime in the Bronx and maritime communities in the
north country, and would like to reach out to her and bring the LDC property to
her attention. Mayor Reilly was directed to write a letter to her in a motion
made by Trustee Bray and seconded by Deputy Mayor Boulton.
Trustee
Constance will
not be able to make the Visitor’s Center meeting January 31st for
the discussion on the displays. The Chamber of Commerce has new board members
and will be meeting January 13th. The Marketing Committee had a NYS
Troopers ad. Their next meeting is the last Thursday of January.
He reported that he would like to
meet with the Board or a committee of the Board to look at strategic planning
for the Village. There are many future projects that need to be discussed and
planned for such as the use of the Stone Hospital in the Barracks, waterfront
development, downtown parking, expansion of the trail system, benches for the
trail, the use of the Seaway Trail Building, additional grant funding for the
water intake project, and more. These projects all begin with a conversation.
Mayor Reilly will initiate the scheduling of a public meeting for this purpose.
She also asked Trustee Constance to champion the downtown parking situation.
Trustee
Frechette reported
that there had been no new LDC meetings with Hi-Lite since December. The Rec
Committee is looking for a location for the Summer Rec program. They will not
be able to use the school this year due to their construction schedule. They
are going to talk to the St Andrew’s Parish Center and the YMCA. He also said
the Rec Committee is responsible for the trail.
TREASURER’S
REPORT
The Treasurer’s report was
approved in a motion made by Trustee Frechette and seconded by Trustee Bray.
Vote 5 ayes (Reilly, Boulton, Frechette, Bray and Constance), 0 nays.
The bills listed on Abstract #8
with vouchers #100647 through 100707 were paid in a motion made by Trustee Bray
and seconded by Trustee Constance. Vote 5 ayes (Reilly, Boulton, Frechette,
Bray and Constance), 0 nays.
A motion to adjust an incorrect
water bill that was given a late charge in error was made by Trustee Frechette
and seconded by Deputy Mayor Boulton. Vote 5 ayes (Reilly, Boulton, Frechette,
Bray and Constance), 0 nays.
A motion to pay the insurance of
$1,635.85 per month for the Treasurer’s health insurance was made by Trustee
Frechette and seconded by Deputy Mayor Boulton. Vote 5 ayes (Reilly, Boulton,
Frechette, Bray and Constance), 0 nays.

DEPARTMENT
HEAD REPORTS
Lonny
Reinhardt, DPW Superintendent, reported
that they have been replacing frozen meters. The water meter reading system has
been picking up leaks around the Village. There have been some disparaging
reports regarding snow plowing on social media. From a snow plowing standpoint,
he would prefer not having a Conex box behind the Municipal Building.
Gail
Gorgen, Visitor’s Center Manager, had nothing to add to her report.
Connie
Barone submitted
their Historian’s Report.
Paul
Trudeau, Police OIC, was
absent but submitted his report.
Dave
Altieri, Heritage Area Director, congratulated
Gail Gorgen and Connie Barone on a successful First Day Hike.
Tim Scee wanted to express his
appreciation on the plowing job the DPW has been doing. He also wanted to
congratulate Paul Trudeau for doing a great job, particularly because today is
National Law Enforcement Recognition day.
Dave Altieri announced that the
Winter Concert Series will begin on Saturday, January 20th.
Lonny Reinhardt would like to
have a live web cam looking down to the harbor from the Visitor’s Center. He
was asked to look into the cost involved and bring it to the Marketing
Committee.
