Present: Mayor Molly Reilly, Deputy Mayor Barbara Boulton, Trustee James Bray, Trustee Dan Frechette and Trustee Eric Constance. Also Present: Jim Yuhas, Treasurer.

The Meeting was called to order at 6:30 with the Pledge of Allegiance.

 

REVIEW OF MINUTES

The minutes of the April 9, 2019 meeting were approved as presented in a motion made by Trustee
Constance and seconded by Trustee Bray. Vote 5 ayes (Reilly, Boulton, Bray, Frechette and Constance), 0 nays.

 

MAYOR’S REPORT

The DANC Report and their rate changes were received.

The Personnel listing, including Paul Gibbs as a summer hire, was authorized in a motion made by Trustee Frechette and seconded by Deputy Mayor Boulton. Vote 5 ayes (Reilly, Boulton, Bray, Frechette and Constance), 0 nays.

Larry Tiller was hired as a MEO for the DPW at $19.50 per hour in a motion made by Deputy Mayor Boulton and seconded by Trustee Frechette. Vote 5 ayes (Reilly, Boulton, Bray, Frechette and Constance), 0 nays.

David VanNess was hired as seasonal help at $14.00 per hour in a motion made by Trustee Bray and seconded by Trustee Constance. Vote 5 ayes (Reilly, Boulton, Bray, Frechette and Constance), 0 nays.

There was a request from the Chamber of Commerce to share in the cost of advertising at the Watertown Rapids Baseball games. The banner and PA announcements would be $2,000 with the Village share at $500.00. It was given conditional approval dependent on approval of the Marketing Committee in a motion made by Trustee Frechette and seconded by Deputy Mayor Boulton. Vote 5 ayes (Reilly, Boulton, Bray, Frechette and Constance), 0 nays.

There are sand bags available at the DPW Garage for high water issues.

The 2017 claims with FEMA are still outstanding.

There are CFA Grants still outstanding.

The Year-End Village Board Meeting will be Thursday May 30, 2019 at 6:30 pm.

The Memorial Day Parade participants will be lining up at 10:30 on May 27th.

The meeting was opened to the public at 7:01 pm. No comments were offered.

 

OLD BUSINESS

The application for a PDD Amendment for a Madison Barracks boat ramp was reviewed. There were areas of concern regarding the Part 2 SEQR declaration of a positive impact concerning Part 2 Sections 3 and 10. The discussion was tabled until the year-end meeting in a motion made by Trustee Constance and seconded by Deputy Mayor Boulton. The applicant and his engineer will be asked to attend the meeting to answer questions.

 

NEW BUSINESS

The application for the Cruising in the Harbor event was approved in a motion made by Trustee Bray and seconded by Trustee Frechette. Vote 5 ayes (Reilly, Boulton, Bray, Frechette and Constance), 0 nays.

The event application for a car wash by the Joint Rec Baseball/Softball teams was approved in a motion made by Trustee Frechette and seconded by Trustee Bray. Vote 5 ayes (Reilly, Boulton, Bray, Frechette and Constance), 0 nays.

The resignation of Kelli Ritz from the Pickering Beach Museum Coordinator position was accepted with regret in a motion made by Deputy Mayor Boulton and seconded by Trustee Frechette. Vote 5 ayes (Reilly, Boulton, Bray, Frechette and Constance), 0 nays.

The Personnel Policy updates with the addition of forms for Personnel Professional Development and Employee Absence was tabled until the end of year meeting in a motion made by Trustee Constance and seconded by Deputy Mayor Boulton.

 

TRUSTEE REPORTS

Deputy Mayor Boulton reported that she will be attending the tax re-valuation meeting with the Town Assessor Jim Rounds.

A motion was made by Trustee Frechette and seconded by Trustee Bray to lift the Open Container Law for the Can-Am Festival on July 20, 2019 from 12:00 pm to 9:30 pm and on July 21, 2019 from 10:00 am to 3:00 pm on West Main St from the corner of Broad St to Ray St along with Market Square Park and the Visitors Center area. Vote 5 ayes (Reilly, Boulton, Bray, Frechette and Constance), 0 nays.

Trustee Bray reported that the Tree Committee planted a tree at Washington Park. The zoning re-write committee is working on Air B-n-B type short term rentals.

Trustee Constance reported that there is still no developer interested in installing a solar array. The new Sackets Harbor Visitors Guide is available.

Trustee Frechette reported that the Summer Rec Program will be hosted by the YMCA this year. The baseball and softball programs are underway. They went over their budget and are trying to recoup that with fundraising.

 

TREASURER’S REPORT

The Treasurer’s report was accepted in a motion made by Trustee Frechette and seconded by Deputy Mayor Boulton. Vote 5 ayes (Reilly, Boulton, Bray, Frechette and Constance), 0 nays.

The Salary Sheet reflecting the Deputy Clerk additions was approved in a motion made by Trustee Frechette and seconded by Trustee Bray. Vote 5 ayes (Reilly, Boulton, Bray, Frechette and Constance), 0 nays.

The Tax Warrant authorizing the collection of taxes was approved in a motion made by Deputy Mayor Boulton and seconded by Trustee Frechette. Vote 5 ayes (Reilly, Boulton, Bray, Frechette and Constance), 0 nays.

The list of debts re-levied to the taxes was approved in a motion made by Trustee Frechette and seconded by Trustee Bray. Vote 5 ayes (Reilly, Boulton, Bray, Frechette and Constance), 0 nays.

The budget transfers were approved in a motion made by Trustee Bray and seconded by Deputy Mayor Boulton. Vote 5 ayes (Reilly, Boulton, Bray, Frechette and Constance), 0 nays.

The bills listed on Abstract #12 with vouchers 101978 through 102064 were paid in a motion made by Trustee Constance and seconded by Deputy Mayor Boulton. Vote 5 ayes (Reilly, Boulton, Bray, Frechette and Constance), 0 nays.

 

DEPARTMENT HEAD REPORTS

Corey Reid, Village Engineer, reported that the CFA Grant applications are out with a July 21, 2019 deadline. The Wiia applications are not yet out. The Seawall project is still held up awaiting an easement signature. Market Square Park repairs have been submitted to FEMA but they do not expect quick action or repair given the current high water level. The West Main St project punch list involves grass and green space reseeding. There is no word on the Moffett and Nichol water study, it is expected by June 1st.

Dave Altieri, Heritage Area Director, reported that there has been significant progress on the grants. For Fort Pike they are working on the plan with the State. The Stone Hospital Board is meeting weekly and making progress working with the State. He is concerned about Kelli Ritz and Sue Brockman leaving the Museum, they will be missed. The Coordinator position has been advertised.
