Present: Mayor Eric Constance, Deputy Mayor Barbara Boulton, Trustee Phillip Fay, Trustee Ronald Mildren and Trustee Mark Pacilio. Also present: Treasurer Jim Yuhas.

 

The meeting was called to order with the Pledge of Allegiance at 6:30 pm.

 

Treasurer Jim Yuhas introduced the Preliminary 2021-2022 Budget.

 

The public hearing was opened for the 2021-2022 Village budget at 6:34 pm. Mayor Constance outlined its highlights.

DPW Superintendent Lynn Martin reported that the DPW would like to purchase a new truck this year.

No other comments were offered and the Public Hearing was closed at 6:37 pm in a motion made by Trustee Pacilio and seconded by Deputy Mayor Boulton. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

 

REVIEW OF MINUTES

The minutes from the March 9, 2021 meeting were approved as presented in a motion made by Trustee Mildren and seconded by Trustee Pacilio. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

 

MAYOR’S REPORT & CORRESPONDENCE

Arbor Day will be April 30, 2021. More information will follow regarding the 6:00 pm event.

The Village will be receiving some funds from the Federal American Rescue Act that would be funneled through the Town of Hounsfield. It will be approximately $75,000 this year and next.

Mayor Constance expressed the Village’s appreciation to John Madlin for his dedication. He will be retiring from the DPW after more than 20 years of employment.

The Mayor is looking for input from the Village residents on any interest in a solar project.

The Citizen and Volunteer of the Year committee will be meeting this week.

New employee appointments were announced. Larry Tiller will be moving into the MEO position vacated by John Madlin $20.48/hr. Jared Farrington will be hired as a DPW laborer beginning May 19, 2021 at $16.16 per hour. These were approved in a motion made by Mayor Constance and seconded by Trustee Fay. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

John Gleason was named the new Police OIC in a motion made by Mayor Constance and seconded by Trustee Fay. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

A motion was made to re-levy the water and sewer bills to the Village taxes. Two lists will be prepared, one with water and sewer and one with only sewer. There is a possibility that the water bills will not be re-levied due to the Covid related State moratorium on utility terminations. The motion was made by Mayor Constance and seconded by Trustee Fay. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

The watercraft inspection stewards will be at the boat launch again this year with information for boaters on invasive species.

A letter was received from the YMCA requesting a change in the sewer charge. Deputy Mayor Boulton will review it and report to the Board at the next meeting. She will also review the request from Michele Strife for a cancelation of a late charge on her account.

A letter was received from Denyse Russel regarding unleashed dogs.

The DANC report was received as well as the new DANC hourly rates for labor and equipment rental.

Mayor Constance requested grant planning proposals from the Heritage Committee.

The overdue invoice that was sent to Kris Dimmick for Planning Board expenses will be referred to the Village Attorney to prepare a letter.

The Watertown Savings Bank ATM 2-year contract was approved for $4,800 in a motion made by Deputy Mayor Boulton and seconded by Trustee Pacilio. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

The Employee handbook discussion was tabled for the next meeting.

 

PUBLIC COMMENT

The meeting was opened to the public at 7:34 pm with no comments offered. It was closed in a motion made by Trustee Mildren and seconded by Deputy Mayor Boulton at 7:34 pm. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

 

OLD BUSINESS

There was no report on the Zoning revisions.

The updated Military Cemetery Rules were passed in a motion made by Trustee Fay and seconded by Trustee Mildren. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

Deputy Mayor Boulton requested that Don Matthews be appointed as the chair of the Military Cemetery Committee. This was done in a motion made by Deputy Mayor Boulton and seconded by Trustee Pacilio. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

The Redi Reimbursement check was received.

The Market Square park project land appraisal is anticipated soon. The Village doesn’t plan to appeal the FEMA denial of the scope change.

The $16,000 Study required for the future water and sewer project on E. Main, Woolsey St, and E Washington St was approved in a motion made by Trustee Pacilio and seconded by Deputy Mayor Boulton. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

A motion was made to approve the Bond Resolution for the Water Intake Project and dispense with its reading by Trustee Pacilio and seconded by Deputy Mayor Boulton. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

The Can-Am Festival application was approved in a motion made by Trustee Mildren and seconded by Trustee Pacilio. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

TRUSTEE REPORTS

Deputy Mayor Boulton reported that the Hay Memorial Library second floor project is nearing completion. They will have a summer intern this summer through the Workplace.

Trustee Mildren reported that the Baseball and Softball leagues will start May 10th. The YMCA is hosting a summer program. The Town of Hounsfield and the Village are sponsoring 4 camps for a total of $6,000 through the Joint Rec Committee.

The LDC voted to approve a loan of $100,000 for the projects on the airport land. There are 2 parcels being developed, one for a manufacturer of solar panels and the other for solar R&D. This is expected to produce about 2,000 jobs.

The southern section of the Village LDC property is going to be appraised.

The events committee, the heritage committee and the Chamber of Commerce have met and are planning an October Fest.

Trustee Fay made a motion, seconded by Deputy Mayor Boulton, to approve the payment of a $3,958.20 bill for the banners being put up. These “Hometown Heroes” banners are being sponsored by families and businesses honoring local service members. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

He asked for Board approval to hire a contractor to update our website and social media accounts. Emily Parker was hired at $15.00 per hour in a motion made by Deputy Mayor Boulton and seconded by Trustee Mildren. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

Trustee Fay also reported that Gail Gorgen, the Visitors Center Director, wants to advertise the part time position at the Visitors Center during May for hiring at the end of May.

Trustee Pacilio reported he has been meeting with people from Madison Barracks. The engineers went out to check the as-built drawings for the water system. Lynn Martin will be doing field tests on Thursday. The sewer and storm water systems will come next.

He also reported that the State is looking for “Requests for Expressions of Interest” for the Union Hotel.

 

TREASURER’S REPORT

The Treasurer’s Report was accepted in a motion made by Deputy Mayor Boulton and seconded by Trustee Mildren. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

The bills listed on Abstract #11 with vouchers V1-00337 throughV1-00402 were paid in a motion made by Trustee Pacilio and seconded by Deputy Mayor Boulton. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

Budget transfers were made in a motion made by Deputy Mayor Boulton and seconded by Trustee Mildren. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

A motion was made to approve the proposed 2021-2022 Budget by Trustee Pacilio and seconded by Trustee Mildren. Vote 5 ayes (Constance, Boulton, Fay, Mildren, Pacilio), 0 nays.

DEPARTMENT HEAD REPORTS

Lynn Martin, DPW Superintendent, reported that the 10-year-old water meters warranties are expiring. The spring yard waste clean-up is scheduled for May 3rd and 4th.

Corey Reid, Village Engineer, said the final steps are being done on the Brown Shores Rd. project before paving.

Paul Trudeau, Police OIC, would like to advertise the 2 part time positions that are still open in the Police Department.
