PLANNING BOARD MINUTES

October 3, 2007

 

Board Members Present:   Chairman P. Warneck; M. J. Deans; E. Constance; J. Quinn, H. Smith; Alternate S. Swain.  Quorum established.  Members Absent:  S. McPherson; M. Crandall

 

Meeting called to order at 6:57 PM by Chairman Warneck  The Board reviewed the September 12, 2007 Special Meeting Minutes.  Chairman Warneck reported that until the Village takes over the roads, sewer and water for Harbor Haven, there would be nothing new coming from Harold Cring on his Seaway Homes project for retention ponds.  Eric Constance made a motion to approve the minutes as written, seconded by Steve Swain and carried. 

 

The Board then reviewed the minutes of the September 5 meeting with a few minor word changes.  Mary Jo Deans made a motion to approve the amended September 5 minutes, seconded by Janet Quinn and carried.

 

The Board also reviewed the August 7, 2007 meeting minutes.  Eric Constance made a motion to approve the minutes as amended, seconded by Hale Smith and carried.

 

NEW BUSINESS:

 

Dennis Affinati - application was tabled until the applicant presented more information to the Planning

            Board at this meeting.  Applicant failed to appear.

 

MISCELLANEOUS:  

 

George McCullouch reported from the floor on behalf of the Fort Pike Committee on the plans for Fort Pike Park.  The Committee should be presenting final plans for landscaping and tying into the historical burial grounds to the State for their grant.  They still have archaeological work that needs to be done.  They have to have approval from the State soon and start work in early spring.  George was asked how many parking spaces will be provided and told the Board that there will be 8 spots available for parking.  Chairman Warneck asked how they could justify a chain link fence to the Village Board when Village residents cannot install chain link fences. George will express the Board's concerns on the fence to the Fort Pike Committee members.  A motion was made by Steve Swain to approve the Fort Pike Park concept with the following comments from the Board:  1) Mr. McCullouch will address the Board's concerns regarding the chain link fence to the committee; and 2) explore the option for visitors to explore over the berm area.  Motion seconded by Hale Smith and carried.

 

George McCullouch also reported on his 4 lots on Dodge Avenue.  He said he has a dentist interested in perhaps purchasing the 4 lots and building an office.  He was told that if the site is to be used as a dentist's office, he would have to go the Village to have the site rezoned.

 

Meeting adjourned at 7:40 PM.

 

Next regular Planning Board meeting is scheduled for November 7, 2007 at 7:00 PM.
