PLANNING BOARD

MINUTES

JANUARY 2, 2008

 

MEMBERS PRESENT:  Chairman Paul Warneck; Steve Swain; G. Hale Smith; Janet Quinn; Gary Gibson; Janet Quinn

 

Chairman Warneck opened the meeting at 7:00 PM.  Minutes of the December Planning Board meeting were approved as written in motion made by Hale Smith, seconded by Steve Swain, carried 6-0.

 

NEW BUSINESS:

 

#07-64 Alice Holman - applicant proposes a minor sub-division at her residence at 501 W. Washington Street.   Project requires site plan review under the Zoning Laws of the Village of Sackets Harbor and Historic District Guidelines. 

 

A motion was made by Janet Quinn to accept the application, seconded by Gary Gibson, carried 6-0.  Chairman Warneck described the subdivision process and that she will need an area variance approval from the ZBA.  The applicant was not quite sure of the process for a minor subdivision.  He applicant proposes a 133' x 100' lot.  This proposal is less than the required 15,000 square foot minimum; the proposed deck would be too close to the boundary line; the storage shed would be too close to the lot line; and the current lot will then be under-sized.  These items will need to be discussed with the ZBA.  There was also discussion as to whether Jefferson County Planning Department or the OPRHP would have to make comments through the SEQR process.  The applicant stated that they did contact Kevin Kieff of OPHRP but he has not responded.  There was also some discussion on the Village sidewalk policy.

 

Chairman Warneck opened the public meeting at 7:10 PM, hearing no comments from the floor, Steve Swain made a motion to close the public hearing at 7:11 PM, seconded by Gary Gibson.  Steve Swain questioned regulations the Village has regarding the overall size of structures in relation to lot size.  Chairman Warneck described that the plans proposed for the lot look as though it would be in compliance.  Mr. Warneck will talk to the Zoning Enforcement Officer to try to get an answer.  A motion was made by Steve Swain to table the application until all questions were answered, seconded by Hale Smith, carried 6-0.

 

File #07-66 - Stephen Crandall - applicant proposes to enclose front porch.  Project requires review under the Zoning Laws of the Village of Sackets Harbor and Historic District Guidelines. 

 

Applicant was not present, application was tabled until next meeting.  Also, applicant did not complete the SEQR form.

 

MISCELLANEOUS:

Mayor Kinnie asked for clarification on the issue of minor sub-divisions. 

 

Hale Smith questioned whether the dock replacement by James Dell'Olio on West Main required a harbor management plan approval and whether he would need an Army Corps of Engineers permit.

 

Motion to adjourn the meeting at 7:40 PM was made by Kevin Elliott, seconded by Gary Gibson.
